Case Study:
Transformative Leadership and Cultural Change at Youth Custody Service (YCS) Client: HMPPS Youth Custody Service
Challenge: Address systemic cultural disengagement and misalignment between leadership and frontline staff, alongside adopting a ‘Child First’ perspective.
Solution: Leading the initiative, I developed and implemented a strategic cultural transformation process. This began with a diagnostic assessment to identify gaps and informed the design of targeted development programs for leaders and staff. I established a national strategic youth advisory board to integrate diverse perspectives into training. Key initiatives included new staff wellbeing programs, a reward and recognition incentive scheme, and a culture kite mark to improve engagement. Working collaboratively with the senior leadership team through organisational design and development workshops, I authored the new YCS Vision, Values, and Culture Code implemented 2023 and facilitated policy reforms, ensuring retention of organisational knowledge through centralised systems and in-house 'train the trainer’ programmes.
Results: The transformation bolstered organisational capability, capacity and confidence, re-engaged employees, and embedded sustainable cultural practices. Establishing culture champions and a People and Culture Oversight Board ensured alignment with strategic goals, fostering a positive, inclusive culture that aligned with HMPPS's long-term objectives. Structured plans secured ongoing progress, equipping YCS with tools for continuous development and success.
